| JOB SUMMARY:

This position is for a Supervisory Design and Publishing Specialist located in the Design and Publishing Section, Information Dissemination Branch, Division of Administrative Services, Office of Information and Resource Management, National Science Foundation in Arlington, VA. The Design and Publishing Section provides design guidance, user-interface standards, quality oversight, and administrative operations necessary to provide a high-quality, cost-effective, efficient and timely electronic and print publishing program. DUTIES: The primary purpose of this position is to oversee the Design and Publishing Section, serve as a technical authority for electronic and print information dissemination, and provide guidance, quality oversight, and management of the administrative and technical operations necessary to provide high-quality, cost-effective, efficient and timely electronic and print information dissemination services. The Supervisory Design and Publishing Specialist manages the development and implementation of publishing methodologies, services and strategies for NSF information. Establishes and maintains liaison with the NSF directorates and programs to identify their publishing and dissemination requirements and to translate their requirements into creative electronic and print products. Provides leadership to the Foundation in technical and design issues related to formatting and presenting information electronically and in print, and leads the development and implementation of policies, standards, and procedures governing electronic and print publishing for NSF. Recommends long- and short-term goals and objectives, solves problems, and resolves controversies and differences of opinion regarding publishing activities. Develops policy and procedures governing electronic and print publishing for NSF and identifies OMB regulations, policies and procedures relevant to electronic and print publishing. Provides authoritative and expert advice in coordinating the efforts of all personnel involved in electronic and print publishing and serves as the agency expert in graphic design standards, desktop publishing, print production methods, user-centered design, web interface standards, web browser technologies, web accessibility issues, and open and evolving web document and web development standards such as HTML, CSS, JavaScript and XML. Sets priorities and goals and establishes deadlines and ensures timely completion of work assignments. Assigns work according to complexity of the work and capability of the employees. QUALIFICATIONS REQUIRED: To qualify at the GS-14 level, an applicant must have one year of specialized experience equivalent to the GS-13 level in Federal Service. Examples of specialized experience include the following: overseeing and directing all aspects of publication design and production for a periodical, major report, and/or marketing and communications material for an organization; using research-based web design and usability methodologies to develop designs, layouts, and information architectures for web sites or web applications; developing and implementing methodologies, services and strategies for presenting and communicating information electronically and/or in print; developing, implementing and communicating policies, procedures and standards for publishing information online and/or in print. Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
